Press release on the Submission of Draft Final report on the Accident investigation of 9N-ABO, DHC6, Twin Otter, Owned and operated by Nepal Airlines Corporation
Today (26 November 2013), the Accident
Investigation Commission constituted by the Government of Nepal on 16
May 2013, to investigate on the cause of the accident of aircraft
9N-ABO, DHC6/300, Twin Otter Owned and Operated by Nepal Airlines
Corporation which was crashed in 16 May 2013 at Jomsom Mustang, has
submitted a Draft Final Report to the Honorable Minister for Culture,
Tourism and Civil Aviation, Government of Nepal.
After detail
investigation and thorough analysis of the evidences, the Commission has
determined that the most probable cause of the accident as the
inappropriate conduct of STOL (Short Take Off and Landing) procedure
and landing technique carried out by the PIC, during the landing-phase
and an endeavor to carry out take off again with no sufficient airspeed,
no required lifting force and non availability of required runway
length to roll.
Contributory factors
to the occurrence is the absence of proper CRM in terms of
communication, coordination and briefing in between crew members on
intention and action being taken by PIC during pre and post landing
phase.
The Commission had submitted some interim
safety recommendations as immediate remedial measures in early course of
investigation. The Commission in its draft final report presented
safety recommendations to be implemented by the Ministry of Culture,
Tourism and Civil Aviation (MoCTCA), Civil Aviation Authority of Nepal
(CAAN) and Nepal Airlines Corporation (NAC) respectively. The Draft
Final Report will be disseminated to the concerned
Authorities/Organizations for their comment pursuant to the provisions
of the ICAO Annex 13.
The Secretary of MoCTCA Mr. Sushil Ghimire
mentioned that especial priority will be given to the implementation of
the relevant safety recommendations from the Ministry side. The
secretary instructed to the CAAN and NAC officials to take immediate
corrective measures to enhance safety as per the recommendations of the
Commission.
In his concluding remarks, the Honorable
Minister for Culture Tourism and Civil Aviation Mr. Ram Kumar Shrestha
emphasized that the need of the hour is to focus on the implementation
of the safety recommendations and build up public confidence to the
travelling public that the Air Transport is safe and our sky is safe.
Our whole effort should be directed towards this goal. He thanked the
Commission for the completion of this important task.
